Summary
Peamised on muudatused, mis aitavad toetada Terviseametit tervishoiualase hädaolukorra lahendamisel, sealhulgas järelevalve tegemisel, on seotud nakkushaiguste ennetamise ja tõrje seadusega (NETS). Eelnõu täpsustab valitsuse ja Terviseameti pädevusi ning lisab seadusesse selge õigusliku aluse, mis võimaldab kohustada inimesi järgima nakkushaiguse leviku korral nakkusohutuse ettevaatusabinõusid. Lisaks täpsustab eelnõu, et peale koolide, lasteasutuste ja sotsiaalteenuseid osutavate asutuste sulgemise võivad terviseamet ja valitsus nende tegevust ka ajutiselt piirata. Juba praegu näeb seadus ette võimaluse nõuda nakkushaiguste epideemilise leviku tõkestamiseks desinfektsiooni, desinsektsiooni, kahjuritõrje või puhastuse korraldamist ning inimeste terviseuuringute korraldamist ja nakkushaiguse diagnoosimist või selle korraldamist. Samuti võivad Terviseamet ja valitsus kohustada haiglat ja sotsiaalteenust osutavat asutust kehtestama külastuspiirangu. Ka eriti ohtliku nakkushaiguse korral võivad Terviseamet ja valitsus vältimatu vajaduse korral asutused eelnõu järgi ajutiselt sulgeda või piirata nende tegevust. Lisaks koosolekute ja ürituste keelamisele võimaldab eelnõu kehtestada nõudeid nende korraldamisele. Juba praegu on seaduse kohaselt võimalik kehtestada ka muid liikumisvabaduse piiranguid. Eelnõuga lisatakse seadusesse ka võimalus kaasata politseid ja teisi korrakaitseorganeid terviseameti ülesannete täitmisse. Eelnõu esimese lugemise tekstis reguleeritakse ka haiguslehtede kompenseerimist ja pikendatakse (eelnõuga 257 SE kehtestatud) ajutist regulatsiooni ( 2.–5. päev tööandja ning haigekassa alates 6. haiguspäevast). Teise lugemise tekstis vastavaid muudatusi enam ei ole, kuna need viidi üle eelnõusse nr 355 SE ja jäeti seetõttu eelnõust 347 SE välja.
