Summary

The bill amends the Electricity Market Act, the Act on Amendments to the Electricity Market Act and the Competition Act, the Natural Gas Act and the Tax Administration Act. The amendment of the law provides for the termination of universal service from May 2024 and creates a legal regulation for the introduction of the electricity reserve capacity mechanism. In addition, with the amendment of the law, the reserve payment for the strategic gas reserve also includes the LNG loading dock and infrastructure administrative costs in order to increase Estonia's security of supply with natural gas. It is also stipulated that in an emergency, the network operator must deliver gas to the consumer at the same price as it was purchased from the strategic reserve. As a result of the changes, the Competition Board has the right to initiate misdemeanor proceedings if it turns out that the seller has resold gas purchased from the strategic gas reserve to the consumer at a price higher than its purchase price.
