Summary
Eelnõuga luuakse seaduslik alus COVID-19 põhjustava viiruse levikuga seonduvate meetmete kasutuselevõtuks, mille rahaline pool tagatakse riigi 2021. aasta lisaeelarvega. Varasemalt on riigieelarvest Sotsiaalministeeriumi kaudu eriolukorra ajal Vabariigi Valitsuse määruse alusel Eesti Haigekassa kaudu tasutud tervishoiuteenuse osutajale või kiirabibrigaadi pidajale eritingimustel teenuste eest tervishoiuteenuste kvaliteedi ja kättesaadavuse tagamiseks riigieelarvega ettenähtud summa piires. Samuti on varasemalt eraldatud Eesti Haigekassale COVID-19 haigust põhjustava koroonaviiruse levikuga seotud mõjude ja tagajärgede leevendamiseks erakorraliselt raha Vabariigi Valitsuse reservfondist ning Vabariigi Valitsuse heakskiidul võetud kasutusele osaliselt Eesti Haigekassa reservkapital. Eelnõus nähakse ette mitu COVID-19 seotud regulatsiooni, mis on vajalikud selleks, et isikutel oleks tagatud sujuv asjaajamine haldusorganitega või tagatud võimalus puududa töölt lähikontaktseks olemise tõttu ja saada haigushüvitist juba teisest haiguslehe päevast alates.
