Summary
Muudatused on tingitud vajadusest tagada regulatsioonide üheselt mõistetavus ja lahendada praktikas ilmnenud ruumiandmete taristu arendamisega seotud probleemid. Ruumiandmed on sellised andmed, mis otseselt või kaudselt osutavad konkreetsele asukohale või geograafilisele alale. Nende hulka kuuluvad ka andmekogudes hallatavad andmed, mis kirjeldavad ruumiobjektide asukohta, omadusi ja kuju geograafilises ruumis. Kehtiv seadus sätestab, et liikluspinna järgi määratavates lähiaadressides kasutatavad aadressinumbrid määratakse võimaluse korral viisil, mille kohaselt ühel pool liikluspinda kõrvuti asetsevatel maaüksustel või järjestikku paiknevatel hoonetel on paaritud numbrid ja teisel pool liikluspinda asetsevatel maaüksustel või järjestikku paiknevatel hoonetel on paarisnumbrid. Selline valikuline käitumisjuhend on põhjustanud palju vaidlusi ja arusaamatusi. Euroopas on levinud tava, et ühel pool liikluspinda numereeritakse kõrvuti asetsevaid maaüksusi ja järjest paiknevaid hooneid paarituarvuliste numbritega ning teisel pool paarisarvuliste numbritega. Euroopalikku tava tuleks järgida ka Eestis. Selline lähenemine tagab hoonete ja maaüksuste leidmise geograafilises ruumis, mis on koha-aadressi peamisi funktsioone. Kehtivas seaduses kasutatakse määratlusi tiheasustus ja detailplaneeringu kohustusega ala. Nimetatud mõisted on tekitanud segadust, kuna eri valdkondade spetsialistid sisustavad seda erinevalt ja puudub konkreetne piir tihe- ja hajaasustusega alade vahel. Planeerijad käsitlevad kõiki linnu, aleveid ja alevikke automaatselt tiheasustusena, kuid koha-aadressi määramisel selline lähenemine ei sobi. Hajaasustusaladel võib mõnel juhul (näiteks looduskaitse eesmärkidel) olla detailplaneeringu kohustus, kuid sellistel aladel ei ole otstarbekas rakendada unikaalaadressi ega aadressikohtade järgi adresseerimise nõudeid. Samuti on mõnes Eesti linnas suuri alasid, mis ei ole asustatud ega ole ka lähitulevikus sinna tiheasustust tekkimas (näiteks Paldiski, Kohtla-Järve, Tapa jt). Seetõttu ei ole otstarbekas käsitleda kogu linna maaüksusi kui unikaalaadressi nõudega aadressiobjekte. Seega sõnastatakse nimetatud säte ümber. Praktikas on olnud probleeme geodeetilise märgi mõõtmistöödega, kus kinnisaja omanik on küll taganud juurdepääsu märgile ja lubanud selle hooldustöid, aga mõõtmist mitte, sest seadus seda otseselt ei sätesta. Äriseadustiku ja mittetulundusühingute seaduse muutmise eesmärk on tagada äriregistri ja mittetulundusühingute ja sihtasutuste registris koostalitlusvõime aadressiandmete süsteemi infosüsteemiga. Rahvastikuregistri seaduse muutmise eesmärk on anda volitatud töötlejale õigus luua kuni aadressi aadressiandmete süsteemi infosüsteemis registreerimiseni kohaliku omavalitsuse taotlusel rahvastikuregistrisse ajutised aadressiandmed. See on vajalik, et tagada isikule elukoha registreerimise võimalus ja sellest tulenevad õigused.
