Summary

The bill establishes a framework for accelerating the deployment of renewable energy. More specifically, Estonian law stipulates the possibility for accelerated construction of renewable energy projects of overwhelming public interest arising from the corresponding regulation of the European Union. Criteria are set under which conditions the environmental impact assessment can be omitted. At the same time, a system of mitigation and compensation measures for natural values ​​will be created for renewable energy projects. Overwhelming public projects of energy sources determined by the National Energy and Climate Plan 2030, such as wind energy, solar energy, heat pump and biomethane production projects, are considered renewable energy projects with interest. In the case of the mentioned projects, it is possible to make exceptions from the Nature Directive, the Birds Directive and the Water Policy Framework Directive. Overriding public interest is applicable only during project planning and the activity permit procedure. Overwhelming public the renewable energy project of interest must be located outside the NATURA 2000 network and must not harm protected species. In order to resolve the infringement procedure initiated by the European Commission, the law specifies the content of the environmental impact assessment program and report disclosure notice.
