Summary
The bill removes restrictions on manufacturers, importers and sellers of gold and silver products that have become unreasonable today. Manufacturers and importers of precious metal products must put their name tag on the product, which must be registered in the national name tag register. The bill enables the electronic submission of name tag data, and the validity of this registration is extended from one to ten years. Physical ones are also eliminated sample submission requirement. The volume of data to be provided on the sales document is also reduced, for example the product weight is no longer mandatory. The bill repeals restrictions on the retail sale of precious metal products. The explanatory letter states that currently, for example, precious metal watches and gold jewelry may not be sold in street trade, markets, door-to-door sales, public events or kiosks, in the future this will be allowed. The current ban no longer justifies itself in practice, because compared to 20 years ago, consumer protection law has further developed and, among other things, the regulation of unfair trading practices has been established, which protects the consumer's purchase transactions more broadly. The state fee for the payment of a name tag will be increased from 20 to 30 euros, and the rate of extortion from 2004 will be increased from 640 to 9,600 euros. The registration of name tags will be transferred from AS Metrosert to TTJA, which has better technical capacity and also substantive competence. Technical ones are made also changes in the Equipment Safety Act, where from now on the entrepreneur must also add a confirmation from a competent person when submitting an economic activity notice of equipment work, where the person confirms that he is aware of his association with the entrepreneur and is responsible for performing equipment work in the company.
