Summary
Eelnõu kaotab piirangud, mille kohaselt Euroopa Parlamendi liikmed ei või osaleda valla- ja linnavolikogude töös. Eelnõuga antakse neile võimalus kaasa rääkida oma elukohajärgse kohaliku omavalitsuse elu korraldamisel. Muudatustega ühtlustatakse Euroopa Parlamendi liikmetele kohalduvaid volikogu liikmeks olemise nõudeid Riigikogu liikmetele kohalduvate kehtivate reeglitega. Euroopa Parlamendi liikmetele kohaliku omavalitsuse volikogudesse kuulumise õiguse andmine ei muuda volikogusse kuulumist parlamendi liikmete jaoks kohustuslikuks. Euroopa Parlamendi liikmetel on võimalik otsustada, kas nad soovivad parlamendi ja volikogu liikme mandaate ühitada või mitte.
