Summary

Eelnõu näeb ette ühinemise Eesti Euroopa Kosmoseagentuuri (European Space Agency ehk ESA) asutamise konventsiooniga ning Eesti ja ESA vahelise Eesti ühinemist ESA asutamise konventsiooniga käsitleva kokkuleppe ratifitseerimise. ESA liikmeks saamine toob tulu nii ettevõtjatele kui ka teadus- ja arendusasutustele, seda nii ESA suunatud hangete kaudu kui ka ESA avalikes pakkumiskutsetes võitjaks osutumisel. Lisaks otsesele tulule tõstab ESA tegevuses osalemine ettevõtete tuntust rahvusvahelisel tasandil, võimaldab ettevõtetel liikuda väärtusahelas ülespoole, lülituda olulistesse tarneahelatesse ning võtta kosmoserakendusi kasutusele maapealses majanduses. ESAga ühinemine toob Eestile kohustuse panustada selle eelarvesse, kuid toob kaasa ka võimaluse Eesti ettevõtetel osaleda ESA hangetes. Tasuda tuleb ühekordne erimakse 600 000 eurot, millele lisandub iga-aastane sissemakse 870 000 eurot. Sellest 500 000 eurot kasutab agentuur üleminekuperioodil (2016–2022) suunatud hangete tegemiseks Eesti ettevõtjatele ning teadus- ja arendusasutustele. 260 000 eurot läheb ESA üldkuludesse ning 50 000 eurot ESA kanderakettide üleslennutamiseks vajaliku taristu ülalpidamiseks. Allesjäänud 60 000 euro ulatuses saavad Eesti ettevõtjad ning teadus- ja arendusasutused teha pakkumisi ESA kohustuslikes teadusprogrammides. Juhtivkomisjoniks määrati majanduskomisjon.
