Summary
Eelnõu muudab metsaomanikule metsade majandamisotsuste tegemise selgemaks. Metsaseaduse olulisemad muudatused näevad ette alandada viljakate kasvukohatüüpide kuusikute raievanust ja soodustada lageraiele alternatiivsete raieliikide – turberaiete ja valikraie - kasutamist. Eelnõuga leevendatakse nendele seatud piiranguid. Käesoleval ajal kehtivad reeglid nende raieliikide kohta ei soodusta metsa efektiivset uuendamist. Eelnõuga alandatakse raiumiseks lubatavate viljakates kasvukohtades kasvavate kuusikute keskmist vanust 60 - 70 aastani. Seletuskirjas märgitakse, et hetkel peab raiutavate kuusikute keskmine vanus olema minimaalselt 80 aastat. 80 aastase viljakate alade metsa kvaliteet on aga madalam, sest sellisest metsast umbes kolmandik on enamasti juure- ja tüvemädaniku tõttu kahjustatud. Muudatus puudutab umbes 4200 hektarit metsamaad, mis on 0,2 protsenti Eesti metsadest, millest 3000 hektarit on riigimets. Minimaalne raievanus ei kohusta metsaomanikku raiuma. Eesti metsade elurikkuse kaitseks tagatakse vastukaaluks salu- ja laanemetsade range kaitse täiendavalt 27000 hektari ulatuses. Vastavad alad on leitud riigimaadel ning RMK on peatanud seal metsade majandamise. Eelnõuga välistatakse olukord, kus metsaomandi kasutamine sõltub piirinaabri otsustest ja tegevusest. Samuti kaotatakse piirangud vääriselupaiga suurusele, mis praegu on kuni 7 hektarit. Riigimaal tagatakse kaitse kõikidele vääriselupaiga määratlusele vastavatele aladele, eramaadel jätkub kaitse vabatahtlikkuse alusel.
