Summary
Lastekaitseseadust muudetakse, et parandada abivajavate laste märkamist ja abistamist. Praegu peab iga inimene teavitama kohalikku omavalitsust abivajavast lapsest, kuid siiski jõuavad paljud juhtumid lastekaitse vaatevälja liiga hilja. Seetõttu suurendatakse lastega töötavate inimeste rolli abivajavate laste märkamisel. Eelnõus nimetatakse spetsialistid, näiteks õpetajad, treenerid, arstid, kellel on eriline hoolsuskohustus lapse abivajadust märgata ja sellest KOVi lastekaitsetöötajat teavitada. Lisaks täpsustatakse eelnõuga KOV-i ja sotsiaalkindlustusameti (SKA) õigust töödelda lastekaitseülesannete täitmisel isikuandmeid. Sotsiaalhoolekande seaduse muudatustega parandatakse tuge hooldus-, eestkoste- ja lapsendajaperedele, kes on võtnud enda perekonda kasvama teisest perest pärit lapse. Eelnõuga kehtestatakse perepõhise asendushoolduse tugiteenuste sisu, korraldus, maht ja rahastamine. Tugiteenuste eesmärk on pakkuda järjepidevat, täiendavat tuge vastutusrikka ülesande võtnud peredele ning kindlustada peres kasvavate laste heaolu. Eelnõuga luuakse võimalus edastada automaatselt infosüsteemide kaudu tervisevaldkonnast KOV-ile varakult info laste kohta, kes oma terviseseisundi tõttu vajavad püsivat tuge ja kelle andmed on kantud tervise infosüsteemi. Selliste terviseseisundite loetelu kehtestatakse määrusega, esialgse kokkuleppe kohaselt on need mõlema silma pimedus, vähidiagnoos, harvikhaigus, tserebraalparalüüs ja vaimne alaareng. Muudatuse eesmärk on lõimida lapsele ja perele pakutavad tervise- ja sotsiaalteenused, et kergendada lapsevanema koormust kasutades optimaalselt olemasolevaid andmeid. Lapsest info saamisel tekib KOV-il ja SKA-l kohustus proaktiivselt peresid aidata ning toetusmeetmeid pakkuda ilma, et lapsevanem või eestkostja peaks ise abi taotlema. Muudatusest puudutatud lapsi ja peresid on igal aastal kuni 100.
