Summary
The law is being amended to increase road safety, especially the safety of less protected road users, and clearer rules for the use of electric shocks will also be created. According to the bill, the parking rules for electric scooters will be stipulated. In the future, scooters must be parked parallel to the edge of the sidewalk, if possible no further than 20 cm. At least 1.5 meters wide part of the road must remain free for other road users. The local government gets the right limit the speed of the pushchairs in places where it is necessary, for example near kindergartens or on streets with heavy traffic. In order to increase safety, a motor vehicle must keep a side gap of 1.5 m when passing a rider, scooter or mini-moped driver. In order to ensure traffic safety, the maximum permitted alcohol limit for drivers of light vehicles, cyclists and mopeds is established, which is 0.5 per milliliter or 0.25 milligrams of alcohol in one liter in exhaled air. Until now, the police had to make a subjective assessment during the check, whether it was a case of intoxication or not. A clear limit will make it easier to maintain public order in the future and give everyone the opportunity to assess their own situation. Changes will also be made to the stopping of motor vehicles on the sidewalk, in the future it may only be done if a traffic sign permits it. Until now, the principle was that you could stop on the sidewalk to load goods with a motor vehicle, even if there are no prerequisites for this in terms of traffic management. Local government, land owner, company or, for example, an apartment association can organize loading and parking places for loading goods marked with the corresponding traffic management tool. In order to influence parking violators, the maximum fines related to violations of stopping and parking requirements will also increase - from 40 euros to 80 euros in the general procedure and in written in the warning procedure from 20 euros to 40 euros. If the violation is dangerous for other road users or significantly disturbs the traffic, the penalty rate increases from 40 euros to 60 euros in the summary procedure, and a fine of 60 euros is set in the written warning procedure. In addition, the bill makes an amendment that terminates the database of the automatic traffic monitoring system and transfers its data to the police database POLIS. The law is planned to enter into force in general in order, with the exception of the changes concerning the prohibition of motor vehicles stopping on the sidewalk and keeping a 1.5-meter side distance, are planned to be enforced from 2025. This way, road users have time to adapt to the requirements; also, local governments, companies and, for example, apartment associations can organize a stop to load goods, and state authorities can make the necessary notification.
