Summary
Eelnõu muudab käibemaksuseadust ja riigikaitseseadust. Käibemaksuseaduse muudatusega täiendatakse loetelu isikutest, kellele kohaldatakse maksuvabastust isiklikuks otstarbeks vajaliku kauba importimisel ja käibemaksu tagastamist kauba või teenuse saamisel Eestis, kui see on ettenähtud rahvusvahelises lepingus. Loetellu lisatakse välisriigi relvajõudude lepingupartneri töötaja, kellele kohaldub vastavalt Eesti Vabariigi ja Ameerika ühendriikide valitsuse kaitsekoostöö kokkuleppele maksuvabastus isiklikuks otstarbeks vajalike asjade importimisel. Riigikaitseseaduse muudatuse kohaselt on võimalik välisriigi relvajõududele teenust osutatava lepingupartneri töötajale anda Eestisse saabumise luba samadel alusel kui välisriigi relvajõududega seotud isikule. Eelnõu toetab Põhja-Atlandi Lepingu Organisatsiooni raames tehtavat kaitsekoostööd ning soodustab kollektiivse enesekaitse põhimõtte raames Eestisse liitlasriikide relvajõudude saabumist ja siin pikaajalist viibimist. Muudatused on kavandatud jõustuma 1. juulil 2017.
