Summary
Eelnõuga ajakohastatakse keskkonnateabe käitlemise korda riigi andmekogudes. Eelnõuga tunnistatakse kehtetuks keskkonnaregistri seadus (KeRS). Uus kord vastab sellele, kuidas keskkonnateavet on tegelikult kogutud, sh eristab seni keskkonnaregistri alaminfosüsteemideks nimetatud infosüsteemid iseseisvate andmekogudena. Valdav osa keskkonnaregistri senistest nimistutest ja andmetest on praegu ja on ka eelnõus koondatud Eesti looduse infosüsteemi (EELIS). Mitme seni ka keskkonnaregistri nimistuks loetud andmestiku suhtes on vahepealsel ajal loodud eraldi andmekogud või infotehnoloogiliselt sõltumatud infosüsteemid. Eelnõuga sätestatakse kohustus luua keskkonnateavet sisaldavatele andmekogudele juurdepääsuks ja liidestamiseks ühtne infotehnoloogiline pöördumispunkt (veebikeskkond) niivõrd, kuivõrd see on infotehnoloogiliselt võimalik ja majanduslikult otstarbekas. Eelnõuga täiendatakse keskkonnaseadustiku üldosa seadust, atmosfääriõhu kaitse seadust, jäätmeseadust, tööstusheite seadust ja veeseadust sätetega asjakohase registreeringu taotlemise ja menetlemise ning registreerimistõendi andmise kohta keskkonnaotsuste infosüsteemis KOTKAS. Metsaseaduse muudatustega seatakse juurdepääsupiirangud metsaregistrisse kantud erametsamaa sellistele andmetele, mis võimaldavad hinnata füüsilisest isikust metsaomaniku vara ja majandusseisu ning mida peetakse füüsiliste isikute puhul koos isiku tuvastamist võimaldavate andmetega isikuandmeteks. Samuti täiendatakse metsaseadust riikliku metsade statistilise valikmeetodiga inventeerimise (SMI) regulatsiooniga. Eelnõuga muudetakse keskkonnaseadustiku üldosa seadust ning 11 muud seadust.
