Summary
Eelnõu näeb ette jätkata kuni 2022. aasta lõpuni haigushüvitise maksmist alates teisest haiguspäevast tööandja poolt kuni viienda haiguspäevani ning Eesti Haigekassa poolt alates kuuendast haiguspäevast. Seega jätkub kuni 2022. aasta lõpuni praegu kehtiv süsteem, mille kohaselt on esimene haiguspäev töötaja omavastutus, tööandjate vastutus haigushüvitiste tasumisel on teine kuni viies päev ning Eesti Haigekassa vastutus haigushüvitise tasumisel tekib alates kuuendast haigestumise päevast. Seletuskirjas märgitakse, et haiguspäevade varasem hüvitamine võimaldab inimestel juba esimeste haigussümptomite tekkimise korral koju jääda, ilma et nad kaotaksid seetõttu oluliselt oma sissetulekutes. Kavandatud muudatuste rakendamisel tekib 2022. aastal lisakulu 19 miljonit eurot, millest 12,4 miljonit eurot kaetakse riigieelarvest ja ülejäänud kulud katab Eesti Haigekassa omavahenditest. Seadus on kavandatud jõustada tähtajaliselt 1. jaanuarist 2022 kuni 31. detsembrini 2022.
