Summary
Eelnõu kohaselt lõpetatakse üksi elava pensionäri toetuse maksmine ööpäevaringset üldhooldusteenust, ööpäevaringset erihooldusteenust ning kogukonnas elamise teenust ehk ööpäevaringne hooldusteenus saavatele vanaduspensionäridele. Sotsiaalhoolekande seaduse kohaselt makstakse üksi elava pensionäri vanaduspensioniealisele üksi elavale pensionärile, kelle sissetulek jääb alla pensionäritoetuse maksmise määra (2024. aastal 853 eurot). Ööpäevaringset üldhooldusteenust saavate inimeste huvid on pärast hooldereformi paremini kaitstud, sest inimeste omaosalus teenuse rahastamisel on tänu avaliku sektori suuremale rahalisele panusele vähenenud. Alates 1. juulist 2023 katab ööpäevaringse üldhooldusteenuse hoolduskulu osaliselt või täielikult inimese rahvastikuregistrijärgne kohalik omavalitsus. Pensionär peab endiselt ise tasuma oma toidu- ja majutuskulud ning muud isiklikud kulud. Ka ööpäevaringset erihooldusteenust ja kogukonnas elamise teenust saavad isikud tasuvad majutus- ja toitlustuskulude eest ning hooldusega seotud teenusekulude eest tasub riik. Pensionäritoetuse maksmise määra ja pensionäritoetuse suuruse kehtestab Riigikogu igaks eelarveaastaks riigieelarvega. Toetuse määra arvestamisel võetakse aluseks täisarvuni ümardatud keskmise vanaduspensioni 1,2-kordne suurus, mille Statistikaamet on avaldanud eelarveaastale eelnenud aasta teise kvartali kohta. Eelmiste aastate üksi elava pensionäri toetuse maksmise alusel tehtud prognooside kohaselt saab orienteeruvalt 7% pensionäritoetuse saajatest ööpäevaringset hooldusteenust. 2025. aastal on eeldatavalt hooldekodudes ligikaudu 6700 pensionäri, kellele enam pensionäritoetust ei maksta.
