Summary

Hydrofluorocarbons (HFCs) are included in the scope of the Montreal Protocol. The most important goal of the change is to gradually limit the use of HFCs and thereby reduce global climate warming. The Kigali Amendment includes measures to reduce HFC emissions and will help implement the Paris Agreement, in particular keeping global temperature increases well below 2°C above pre-industrial levels and continue efforts to further limit temperature increases to within 1.5°C of pre-industrial levels. The Kigali Amendment will prevent an estimated 0.5 degree rise in global air temperature by the end of the 21st century. Thus, the change in Kigali has a significant positive impact on the natural and living environment. The Kigali Amendment was adopted at the 28th Meeting of the Parties to the Montreal Protocol, held from 10 to 15 until October 2016 in Kigali, Rwanda. The ratification of the amendment does not entail the need to amend Estonian law, as HFCs are regulated by a directly applicable regulation in the EU. The change will result in an increase in Montreal Protocol membership fees from an estimated USD 80,838 so far to USD 187,000.
