Summary
Eelnõu on seotud sagedusreservi ja saartalitlusega. Seaduse muutmisel on kaks keskset eesmärki, esiteks tuleb tagada saartalitlusvõime teenus ning teiseks tuleb üle võtta vastav direktiiv ja kõrvaldada selle senise ülevõtmise puudused. Eelnõuga kaotatakse elektrisalvestuse topeltmaksustamine ja rajatakse selleks salvestamiseks eraldi mõõtepunkt. Täiendatakse agregeerimise ja tarbimiskaja regulatsiooni, mis suurendab tarbimise paindlikkust. Kehtestatakse tasakaalustamisvõimsuse hankimise kulu rahastamise kord. Võetakse tarbijatele arvete esitamisel kasutusele kauplemisperioodil netomõõtmise põhimõte. Olulise uuendusena luuakse saartalitlusvõime tagamise teenuse regulatsioon, mis võimaldab alates 2026. aastast hoida vajaminevas mahus elektritootmisvõimsusi Eesti elektrisüsteemi stabiilsuse hoidmiseks. Meetmeta tekiks oht, et alates 2026. aastast pole piisavas mahus tootmisvõimsusi saadaval. Seda, kas saartalitluse olukorras hakkama saamiseks on igal ajahetkel saadaval piisavalt elektritootmisvõimsusi, analüüsib ja hindab süsteemihaldur ehk põhivõrguettevõtja Elering AS. Elering AS on hinnanud, et minimaalne juhitavate võimsuste vajadus Eesti elektrisüsteemis on ca 1000 MW. Saartalitusevõime tagamise teenuse toel oleks Eestil elektrisüsteemi iseseisev võimekus hakkama saada olukorras, kui me peaks sattuma saartalitlusse. Üksnes Eesti territooriumil asuvad võimsused on suutelised tagama elektrisüsteemi iseseisvat toimimist saartalitluse olukorras. Seni on vajalikku juhitavat võimsust hoidnud põlevkivielektrijaamad, kuid seoses põlevkivienergeetika konkurentsivõime vähenemisega ei teeni põlevkivielektrijaamad elektriturult piisavalt, et omanik neid turul ka edaspidi hoiaks. Saartalitlusvõime tagamise teenuse hankimise hinnanguline kulu on suurusjärgus 34 miljonit eurot aastas, mis toob tarbijatele kaasa hinnangulise elektriarvete suurenemise umbes 2,4% võrra (0,42 senti kilovatt-tunni kohta). Saartalitlusvõime tagamise teenuse tagamiseks teostab süsteemihaldur Elering AS riigihanke, mis on olemuselt tehnoloogianeutraalne ja sinna võivad pakkuda kõik Eesti elektritootjad, kes vastavad tingimustele. Tehnilised tingimused ja hankimise põhimõtted plaanib Elering AS esitada avalikule konsultatsioonile 2025. aasta mai-juuni jooksul ning riigihange leiab hinnanguliselt aset perioodil august-oktoober. Tingimused kooskõlastab Konkurentsiamet. Peamine tingimus on see, et elektritootja peab olema saartalitluse olukorras võimeline pakkuma järjest tootmisvõimsust kümme päeva.
