Summary
Eelnõu eesmärk on laevade ballastvee ja selle setete kontrolli ning käitlemise 2004. aasta rahvusvahelise konventsiooniga ühinemine ning rakendamine Eestis. Konventsiooni eesmärk on kaitsta merekeskkonda laevade ballastvee kaudu edasi kanduda võivate võõrliikide eest. Võõrliikide levikut loetakse üheks viiest põhilisest ohust looduse mitmekesisusele. Põhiliseks muudatuseks on, et ballastvett kasutavad laevad peavad hakkama merre pumbatavat ballastvett nõuete kohaselt käitlema, mis tähendab, et laevadele tuleb paigaldada puhastussüsteemid. Konventsiooniga ühinemine võimaldab Eesti lipu all sõitvatel laevadel vabastuste taotlemist nendest nõuetest. Vabastusi on võimalik anda kindlatele laevadele, mis sõidavad kindlaksmääratud sadamate vahel. Eestis taotletakse vabastusi eeldatavalt regulaarliinidele, nt Tallinn–Helsingi ja Tallinn–Stockholm liinid. Eestis hakkab laevadele vabastusi andma Veeteede Amet, mis täidab Eestis mereadministratsiooni ülesandeid. Laevadele puhastussüsteemi mittepaigaldamine on õigustatud kui regulaarliinide sadamate võõrliigid on samad. Konventsioon võeti Rahvusvahelise Mereorganisatsiooni peaassambleel vastu 2004. aastal ning jõustus rahvusvaheliselt 8. septembril 2017 aastal. Konventsiooni on ratifitseerinud, heaks kiitnud või sellega ühinenud 63 riiki, mis esindavad 68,51% maailma kaubalaevastiku mahust.
