Summary
Piiriülese õhusaaste vähendamine on oluline rahvusvaheline eesmärk, mida aitavad saavutada piiriülese õhusaaste kauglevi 1979. aasta konventsioon ja selle protokollid. Protokolli muudatustel on oluline roll rahvusvahelise keskkonnakaitse tõhustamisel ning protokolli muudatuste heakskiitmine tõstab Eesti usaldusväärsust rahvusvahelisel areenil. Raskmetallideks nimetatakse metalliliste omadustega elemente, mille tihedus on suurem kui 5000 kg/m³. Raskmetalle seostatakse keskkonna saastumise ja toksilisusega. Raskmetallid plii (Pb), kaadmium (Cd) ja elavhõbe (Hg) levivad atmosfääri kaudu kaugele üle riigipiiride. Protokolli eesmärk on vähendada inimtegevuse tagajärjel tekkinud raskmetallide heitkoguseid, mis levivad üle riigipiiride ning tõenäoliselt avaldavad märkimisväärset kahjulikku mõju inimese tervisele või keskkonnale.
