Summary

The ILO is an international organization to which Estonia belongs and whose goals are to promote labor standards and basic labor principles, ensure decent work, and strengthen tripartism and social dialogue. The amendments to be ratified serve several purposes. First, to make the membership of the ILO Governing Body more representative. The number of members in the Administrative Council, i.e. the main decision-making executive body of the ILO, is increasing - currently there are 56 members in the Administrative Council, after the changes, 112 members. Currently, industrially important countries have designated seats (USA, UK, France, Germany, Italy, India, Japan, China, Brazil, Russia) which always belong to the ILO Governing Body. When the changes enter into force, the appointed seats will disappear, ensuring greater representativeness in the Council and enabling more countries to participate in the work of the Administrative Council. The principle is provided that the composition of the administrative board must be sufficiently representative, taking into account the different geographical, economic and social interests of governments, workers and employers' representatives. According to the changes, the Director-General is appointed by the Administrative Council, which forwards the decision to the ILO General Conference for approval (i.e. the highest decision-making body of the ILO, which meets once a year and is attended by representatives of each member state of the ILO representatives). Currently, the general director is only required to be appointed by the administrative board. Thirdly, it will be possible to change the most important principles of the ILO Statute with the support of ILO members greater than before.
