Summary
Eelnõuga kaasajastatakse valitsusega seotud regulatsioone. Tulenevalt GRECO soovitusest lisatakse valitsusliikmetele tegevuspiirangud eraõigusliku juriidilise isiku juhtimis- või kontrollorganis tegutsemiseks pärast volituste lõppu valitsuse liikmena ja täpsustatakse valitsusliikmete ametis olemise ajal kehtivaid tegevuspiiranguid. Tööandja eluruumi saamise asemel tekib valitsuse liikmel võimalus hüvitada palgast 15 protsendi ulatuses eluaseme üürimisega seotud kulud, kui ministri põhielukoht asub ministeeriumist kaugemal. Sellega muutub regulatsioon sarnaseks Riigikogu liikmete eluaseme toetusega. Riigikogu liikmetele sarnasemaks muutub ka valitsusliikme volituste lõppemisel makstav hüvitis, samuti täpsustatakse aluseid, millal hüvitist ei maksta. Valitsusasutuste hallatavate riigiasutuste juhtidele nähakse ette tähtajaline töösuhe 5 aastaks. Eelnõuga tehakse ka muid muudatusi. Näiteks peaministril on võimalik ministri tagasiastumisavaldus üks kord tagasi lükata, seadusesse lisatakse sätted valitsuse ja peaministri pädevuse kohta Euroopa Liidu asjades, tunnistatakse kehtetuks kohustus anda valitsuse istungi päevakorra kinnitamiseks korraldus ja täpsustatakse, et uue sõnastuse kohaselt peaminister otsustab päevakorra. Seaduses täpsustatakse ka Riigikantselei ülesandeid.
