Summary
Perehüvitiste seaduse muudatustega tehakse ema vanemahüvitise ülempiiri puudutavas sättes tehniline parandus. Sotsiaalhoolekande seaduse muudatusega lisatakse toimetulekutoetuse raames arvesse võetavate eluasemekulude nimekirja eluaseme soetamiseks võetud laenu tagasimakse, mille hulgas on ka laenu intressid ja kohustusliku eluasemekindlustuse makse. Muudatuse eesmärgiks on toetada eluaseme soetamiseks laenu võtnud peresid sarnastel alustel nende peredega, kes tasuvad igakuiselt eluaseme kasutamise eest üüri, vähendades nii majanduslike raskuste ulatust (sh täiendavate võlgnike lisandumist) ja vältides eluaseme kaotamist. Lisaks täiendatakse sotsiaalteenuste ja -toetuste andmeregistri regulatsiooni, lisades sellesse välismaalasele rahvusvahelise kaitse andmise seaduse kohaselt vastu võetud rahvusvahelist kaitset taotleva ja kaitse saanud isiku kohta tema abivajaduse hindamiseks ja talle abi pakkumiseks töödeldavad andmed ning rahvusvahelise kaitse saanud isiku või perekonna eest välismaalasele rahvusvahelise kaitse andmise seaduses nimetatud kulude katmise andmed. Täiendatakse ka üksi elava pensionäri toetuse maksmise sätteid, makstes inimesele üksi elava pensionäri toetust, kui toetusele õigustatud pensionär võtab enda juurde elama ajutise kaitse saaja. Kehtiva regulatsiooni kohaselt ei ole pensionäril sellisel juhul toetusele õigust. Samuti täiendatakse seadust kohaliku omavalitsuse üksustele toimetulekutoetuse menetlemise ja väljamaksmise kulude hüvitamise erisusega 2022. aasta kohta. Tervishoiuteenuste korraldamise seaduse muudatus on koostatud eelkõige põgenike massilise sisserändega seotud meetmete elluviimiseks ning ka sõjas haavata saanute isikute ravi tagamiseks.
