Summary
Eelnõuga antakse kohaliku omavalitsusele võimalus lõpetada rahvastikuregistris inimese elukoha andmete kehtivus, kui elukoha aadress on rahvastikuregistris linna ja linnaosa või valla täpsusega, kuid kohaliku omavalitsuse üksus on kindlaks teinud, et inimene ei ela nende territooriumil ega mujal Eestis ning isiku viibimiskohana ei ole rahvastikuregistrisse kantud rahvastikuregistri seaduses nimetatud viibimiskoha, näiteks hoolekandeasutuse andmeid. Seletuskirjas märgitakse, et Ukraina sõjapõgenike puhul on olnud juhtumeid, kus kohaliku omavalitsuse üksused kõhklevad, kas kanda KOV-i täpsusega elukoha andmed rahvastikuregistrisse, kuna puudub võimalus lõpetada nende kehtivus ilma uut elukohateadet esitamata. Rahvastikuregistri seaduse muutmine on vajalik, et anda kohaliku omavalitsuse üksustele võimalus kohaliku omavalitsuse üksusest ja ka Eestist lahkunud isiku elukoha andmete kehtivus rahvastikuregistris lõpetada. Lisaks Ukraina sõjapõgenikele kehtib see ka kõigi teiste isikute kohta, kellel on KOV-i täpsusega elukoht.
