Summary

The bill provides for bringing the law into line with the EU Sustainable Aviation Fuels Regulation and ensuring the proper implementation of the directly applicable regulation in Estonia. The aim of the EU sustainable jet fuel regulation is to promote the expansion of sustainable jet fuel production possibilities and to prevent the fragmentation of the EU air transport market, possible distortions of competition between companies and unfair refueling practices. The EU Sustainable Aviation Fuels Regulation is being applied gradually with a transitional period, a large part of the provisions of the transitional period began to be applied from January 1, 2025. To this end, the law specifies the requirements regarding the supply and reporting of sustainable aviation fuels, designates competent authorities, and provides norms related to supervision and responsibility. Sustainable jet fuels are renewable energy directive jet fuels that are either synthetic jet fuels, jet biofuels or recycled carbon based aviation fuels. Sustainable jet fuels include liquid alternative fuels that are equivalent to conventional jet fuel and are suitable for use in aircraft engines in use today.
