Summary
Eelnõu näeb ette viia seadus kooskõlla ELi kestlike lennukikütuste määrusega ning tagada otsekohalduva määruse nõuetekohane täitmine Eestis. ELi kestlike lennukikütuste määruse eesmärgiks on soodustada kestlike lennukikütuste tootmisvõimaluste avardamist ning vältida ELi lennutranspordituru killustumist, võimalikke konkurentsimoonutusi ettevõtjate vahel ja ebaausaid tankimisvõtteid. ELi kestlike lennukikütuste määrust kohaldatakse järk-järgult üleminekuajaga, suurt osa üleminekuaja sätteid hakati kohaldama 1. jaanuarist 2025. Selleks täpsustatakse seaduses kestlike lennukikütuste tarnimist ja aruandlust käsitlevaid nõudeid, määratakse pädevad asutused ning nähakse ette järelevalve ja vastutusega seotud normid. Kestlikud lennukikütused on taastuvenergia direktiivi kohased lennukikütused, mis on kas sünteetilised lennukikütused, lennukite biokütused või ringlusse võetud süsiniku põhised lennukikütused. Kestlike lennukikütuste hulka kuuluvad vedelad alternatiivkütused, mis on võrdväärsed tavapärase lennukikütusega ning sobivad kasutamiseks tänapäeval kasutuses olevates õhusõidukimootorites.
