Summary
The bill takes over the corresponding EU Euratom directive, which establishes basic safety standards for protection against the dangers of ionizing radiation exposure. The deadline for transposing the directive was February 6, 2018. Additional requirements for the regulation of the radon field - a new authorization norm is given to the Minister of the Environment regarding the reference level of the radon content of the air in the workplace, the procedure for measuring the radon content of the air and the obligations of the employer with an increased radon risk to establish at workplaces. In connection with this, a corresponding reference will be added to the Occupational Health and Safety Act, and the Labor Inspectorate will be added to the list of supervisors of the Radiation Act, in addition to the Environmental Inspectorate and the Environmental Board. The regulation establishes the national reference level of radon content in the indoor air of workplaces, requires measuring the radon content of the air at workplaces located in areas with a high radon risk, and requires notification of those workplaces where, despite the radon risk reduction measures introduced, the radon content continues to exceed the national reference level. The draft deals with human activity related to natural radiation sources in more detail than the current radiation law, listing actions in which measures must be implemented to protect workers and residents (e.g. notification, protective measures, radiation safety assessments). Among other things, cement is used for such operations production, operation of groundwater treatment plants and extraction of rare earth metals, during the various work processes of which workers may receive a higher radiation dose than usual. For example, workers at a water treatment plant may receive higher than usual radiation doses when changing filter material, if they are exposed to radionuclides deposited in concentrated form during this cleaning process. Residents can also receive a radiation dose if material from operations related to natural radiation sources is recycled without prior radiological control, e.g. it is used in the production of building materials. In the field of medicine, the use of medical radiation equipment for purposes other than the application of medical radiation is added as a new topic. This can be, for example, radiological assessment of health during employment, immigration, use of ionizing radiation for hidden objects for detection in the human body, for detection of hidden people by transillumination of the cargo. It is taken into account that the holder of a radiation activity license must ensure compliance with the same safety requirements as performing medical irradiation procedures when performing non-medical irradiation procedures. In addition, the smallest changes are made - terms are added, existing ones are specified, and the national requirements of radiation activity permits, radiation sources are added and the nuclear material register with the environmental decision information system.
