Summary
Eelnõu näeb ette kohtunike spetsialiseerumise haldus-, tsiviil- või süüteovaldkonnale. Edaspidi hakkavad kohtunikud kandideerima ametisse maakohtu tsiviil- või süüteoosakonda ning ringkonnakohtu haldus-, tsiviil- või kriminaalkolleegiumi. Eelnõuga kaasajastatakse maakohtute juhtimisstruktuuri. Kohtumaja juhtide asemel nimetatakse ametisse tsiviilosakonna või süüteoosakonna juhatajad. Kohtunike suurema spetsialiseerumise ja menetluspraktika ühtlustamiseks viiakse kõigi registriasjade menetlemine Tartu Maakohtusse ja moodustatakse eestkoste järelevalve osakond Pärnu Maakohtusse. Eelnõus nähakse ette kohtunikele tagasiside andmise üldine korraldus ja luuakse süsteem, mis toetab kohtujuristide professionaalsuse tõstmist ja kohtunikuametiks valmistumist. Eelnõuga tagatakse kohtunikule, kes on kohtunikuametist ajutiselt eemal, võimalus senisele ametikohale tagasi pöörduda. Eelnõuga ühtlustatakse kohtujuristide ja kohtunikuabide ametisse nimetamist ja hõlbustatakse süsteemisisest liikumist. Eelnõu muudatuste kohaselt hakkab ka kohtunikuabisid ametisse nimetama maakohtu esimees. Kohtulike registrite jätkusuutlikkuse ja töö väärtusele vastava palga tagamiseks tõstetakse kohtunikuabide ametipalka.
