Summary
Eelnõu vastuvõtmisega taganeb Eesti jalaväemiinide kasutamist, varumist, tootmist ja üleandmist keelustavast ja nende hävitamist nõudvast konventsioonist ehk Ottawa konventsioonist. Taganemise põhjuseks on Venemaa täiemahuline agressioonisõda Ukrainas ning seetõttu halvenenud julgeolekuolukord. Kujunenud julgeolekuolukorras on Kaitseväele vajalik täiendav paindlikkus ja vabadus valida relvasüsteeme ning lahendusi, mis arvestavad meie vastu suunatud ohu iseloomu ja potentsiaalse vastase käitumist. Eestiga paralleelselt on algatatud Ottawa konventsioonist taganemise menetlused ka Lätis, Leedus, Poolas ja Soomes. Seisuga 2025. aasta 12. mai on Läti ja Leedu parlamendid heakskiitnud Ottawa konventsioonist taganemise.
