Summary
Eelnõu näeb ette ehitusseadustiku muutmist nii, et igas uues või põhjalikult uuendatavas kortermajas peab olema kiire interneti ühenduse jaoks vajalik taristu juba ette nähtud. See tähendab, et arendajad peavad paigaldama piisavalt laiad valguskaabli kõrid, et sidevõrku saaks pakkuda rohkem kui üks ettevõte. Oluline uuendus on ka ühtsete riiklike digitaalsete teabepunktide loomine, mille kaudu edastatakse taristu ja kavandatavate ehitustööde infot. Eestis täidavad seda rolli ehitisregister ja maakatastri kitsenduste kaart. See muudatus parandab info kättesaadavust sideettevõtjatele, kes soovivad võrku laiendada, ja aitab vältida tarbetuid kaevetöid või dubleerivat taristut. Muudatuse eesmärk on avada kiire interneti turg kõigile teenusepakkujatele, suurendada konkurentsi ning pakkuda inimestele paremaid ja taskukohasemaid internetiteenuseid. Samuti aitab see vältida olukordi, kus hilisem taristu rajamine muutuks keeruliseks või kulukaks. Eelnõu toetab Euroopa Liidu gigabititaristu määruse täitmist, mille eesmärk on lihtsustada sidevõrkude kasutuselevõttu kogu Euroopas. Määrus paneb rõhku olemasoleva taristu ühiskasutusele ja uue taristu tõhusamale rajamisele, et kiirendada kiire interneti levikut ja vähendada selle kulusid. Gigabititaristu määrus jõustus 11. mail 2024 ning seda hakatakse rakendama alates 12. novembrist 2025. Eesti kohandab oma õigusruumi, et tagada määruse nõuete õigeaegne ja tulemuslik rakendamine.
