Summary
Eelnõu kehtestab selgemad reeglid ja kohustused nii riigiasutustele kui ka eraettevõtetele, et kriisiolukordades liiguks info inimesteni võimalikult kiiresti ja inimesed teaksid kuidas käituda. Seadusesse lisatakse mitmed mõisted, näiteks viivitamatu ohuteade, varjend, varjumine, riiklik ohuteavituse süsteem EE-ALARM. Uue korra järgi peavad kõik massiteabevahendite, elektroonilise side, avalikus ruumis infoekraanide ja vähemalt 10 000 lõppkasutajaga riiklike mobiilirakenduste valdajad liituma EE-ALARM süsteemiga. See tagab, et võimaliku ohu korral jõuab oluline teave inimesteni kiiresti. Õiguse EE-ALARM-i kasutamiseks saavad kindlad asutused ja isikud. Häirekeskusele antakse ülesanne vahendada ohuteade EE-ALARM kaudu kõigile edastajatele. Lisaks määratakse täpsemalt, kellel on õigus otsustada sireenide käivitamise üle. Suurtesse hoonetesse, kus liigub palju inimesi, tekib kohustus rajada varjend või vähemalt kohandada olemasolevad ruumid varjumiskohtadeks. Avalik varjend tuleb rajada uutesse ehitatavatesse hoonetesse, mille suletud pindala on vähemalt 10 000 m². Eelnõu kohaselt hakkab see nõue kehtima alates 1. juulist 2026. Alates 1. juulist 2028 tuleb mitteavalik varjend rajada, kui püstitatakse elamu, majutus või toitlustushoone, büroohoone, kaubandus- või teenindushoone või meelelahutus-, haridus-, tervishoiu- või muu avalik või erihoone, mille suletud netopind on vähemalt 1200 m2, või tööstus- ja laohoone, mille suletud netopind on vähemalt 1500 m2. Ka olemasolevates hoonetes tuleb ruumid võimalusel kohandada varjumiskohtadeks. Päästeamet saab ülesande korraldada varjumisega seotud tegevusi, sealhulgas inimeste teavitamist ja teadlikkuse tõstmist. Riigi ja kohaliku omavalitsuse asutused peavad tagama, et nende töötajad, aga ka elutähtsate teenuste osutajad, läbiksid vastava elanikkonnakaitse koolituse. See aitab tagada, et kriisi ajal suudavad kõik avaliku sektori töötajad kiiresti reageerida, inimesi aidata ja hädavajalikud teenused töös hoida.
