Summary
Planeerimisseadust muudetakse, et oluliselt lihtsustada ja kiirendada planeerimismenetlusi. Muudatused võimaldavad KOVidel kiiremini ja paindlikumalt reageerida arendustele, lõpetada vananenud või seiskunud planeeringuid ning vähendada formaalseid ja ajamahukaid kohustusi. Näiteks lõpeb edaspidi detailplaneeringu kehtivus automaatselt, kui selle alusel ei ole kümne aasta jooksul alustatud arendustegevust. Kui kehtivusaega on siiski vaja pikendada, saab seda teha ilma uue avaliku menetluseta. Olulisima muudatusena loobutakse kohaliku omavalitsuse eriplaneeringust, mida seni kasutati näiteks tuuleparkide planeerimisel. Edaspidi saab selliseid olulise mõjuga ehitisi planeerida detailplaneeringu alusel, mis on kiirem ja odavam. Kui KOVi eriplaneeringu keskmine menetlusaeg on olnud neli aastat, siis detailplaneeringuga saab sama tulemuse keskmiselt 2,2 aastaga. Enamik planeeringuid tehakse niikuinii arendajale kuuluvale maale, mistõttu on eriplaneeringu kohustuslik eelmenetlus enamasti formaalne.
