Summary

In order to improve the efficiency of population operations and solve bottlenecks, the bill makes changes that reduce the number of places for birth registration and enable births without a health care provider's certificate to be registered on the basis of other sufficient evidence without going to court. In the residence registration procedure, an opportunity is created to register the child's residence at the initiative of the local authority without the consent of the other parent entitled to custody, to create a personal identification number in the EU or a Swiss citizen when registering a residence, and the registration of an EU citizen's residence from Estonia to a foreign country will be simplified. The ability of 15-17-year-olds to perform administrative procedures will also be expanded, allowing them to see and limit the availability of their population register data and provide contact information, additional address and statement-based data.
