Summary
Eelnõu eesmärk on tugevdada kohaliku omavalitsuse enesekorraldusõigust, muuta KOVide toimimine paindlikumaks ning suurendada elanike võimalusi kohaliku elu küsimustes kaasa rääkida. Näiteks luuakse võimalus algatada rahvaküsitlus olulises kohaliku elu küsimuses, kui seda soovib vähemalt 10% elanikest (vähemalt 20 inimest). Volikogu sõnastab küsimuse ning küsitlus viiakse läbi kuue kuu jooksul. Samuti rõhutatakse KOVide rolli ettevõtluskeskkonna arendamisel. Arengukavades ja strateegiates tuleb selgelt määratleda ettevõtluse vajadused ja suunad, vältides põhjendamatuid takistusi kohaliku ettevõtluse jaoks. Eelnõu lahendab senised õiguslikud lüngad ja vastuolud, ühtlustab terminoloogiat ning toob sisse uusi regulatsioone, näiteks KOVide õiguse teha järelevalvet volikogu eeskirjade rikkumiste üle ja töödelda isikuandmeid kohaliku halduse raames.
