Summary
Eelnõu eesmärk on luua soodsamad tingimused välismaa laevade Eesti laevapereta prahitud laevade registrisse registreerimiseks ja Eesti lipu all sõitva laevastiku suurendamiseks. Selle tulemusena suureneb Eesti laevastik, mis aitab kaasa Eesti majanduse kasvule ja kaldasektori tekkele. Registritasude laekumise kaudu suurenevad riigi maksutulud. Laevandussektor aitab laiendada Eesti ekspordi sihtriikide ringi, mis praegu koosneb suuresti vaid meie lähiriikidest. Lisaks on eelnõu eesmärk pakkuda Eesti meremeestele ravikindlustuse saamise võimalus haigekassaga vabatahtliku lepingu sõlmimisega ajal, mil tal puudub sundkindlustus seaduse alusel. Samuti tekib laevade Eesti lipu alla lisandumisel Eesti meremeestele võimalus asuda nendel laevadel tööle ja saada seeläbi juurdepääs Eesti pensionikindlustusele.
