Summary
Eelnõu korrastab ja lihtsustab kõrgharidusega seonduvaid regulatsioone. Eelnõu suurendab paindlikkust nii üliõpilaste kui ka kõrgkoolide jaoks, soodustab kõrgkoolide vahelist koostööd, tugevdab ülikoolide ja ühiskonna seoseid ning võimaldab akadeemilistele töötajatele atraktiivse karjäärimudeli kujundamist. Eelnõuga ei muudeta kõrgharidussüsteemi põhialuseid, see tähendab tasuta õpet, kõrgkoolide ulatuslikku autonoomiat ja kolmeastmelist kõrgharidusõpet. Seletuskirjas märgitakse, et senine kõrgharidusseadustik on kujundatud 1990. aastatel. Kahekümne aasta jooksul on oluliselt muutunud inimeste ja ühiskonna ootused kõrgharidusele. Õiguslik raamistik peab käima kaasas üliõpilaste muutunud vajadustega – inimesed õpivad kogu elu, liiguvad õppeasutuste, õppetasemete ja riikide vahel ning ootavad õppelt rohkem praktilisust.
