Summary

The bill implements European Union regulations that create the European Travel Information and Authorization System (ETIAS) for third-country nationals who do not require a visa to enter the Schengen area. From now on, the person must apply for a travel permit before the trip. The application is submitted via a website or mobile application, it is checked automatically in the EU information systems, on the watch list and based on the background check rules. If necessary, a request will be sent additional control to the national entity. A central access point (PPA) and competent authorities with access to ETIAS must be designated nationally. EU regulations also create a framework for the interoperability of EU information systems and a common personal data repository for its implementation. Institutions with the right to query the repository must be designated nationally. The time of implementation of EU regulations is determined by the European Commission. In addition, a basis for migration supervision is created to establish a database and other minor changes are made.
