Summary
Eelnõuga täpsustatakse õppekulude hüvitamise aluseid. Eelnõu kohaselt on jätkuvalt võimalik õppida korraga mitmel õppekaval, kuid tasuta saab seda tulevikus üldjuhul teha vaid ühel õppekaval. Muudatuste eesmärk on tagada suuremale hulgale gümnaasiumilõpetajatele juurdepääs kõrgharidusele ja suunata õppijaid tegema vastutustundlikku erialavalikut. Vastavalt eelnõule pikeneb see aega, mille möödumisel on võimalik asuda uuesti ja tasuta samal kõrgharidusastmel õppima. Eelnõu ütleb, et sama kõrgharidustaseme lõpetamisest peab olema möödunud vähemalt 10 aastat. Eelnõuga kaotatakse õigus samaaegselt mitmel õppekaval tasuta õppida ja piiratakse katkestamise järgselt tasuta õppimise võimalusi. Kõrgkoolidele antakse võimalus küsida tasu üliõpilaselt, kes on juba kaks korda samale õppeastmele immatrikuleeritud. Õppekava tasuta vahetamiseks tuleb selle sobivuses edaspidi veenduda ühe aasta jooksul. Lisaks kehtestatakse õigus nõuda õppekulude hüvitamist semestri lõpul katkestajatelt. Kõrgkoolidele jääb õigus pakkuda põhjendatud juhtudel teistkordset õpet tasuta, näiteks suurema tööjõuvajadusega valdkondades nagu õpetajakoolitus ja tervishoid. Õppetoetuste ja õppelaenu seaduse muudatused täpsustavad Euribori fikseerimise kuupäevi ja intressiarvestust. Eelnõu kohaselt jõustuvad muudatused kõrgharidusseaduses 2024. aasta 1. augustist. Enne 2024/2025. õppeaastat kõrgkooli immatrikuleeritud üliõpilaselt on kõrgkoolil õigus nõuda õppekulude hüvitamist enne 2024/2025. õppeaastat kehtinud tingimustel ja korras kuni 2027. aasta 1. augustini.
