Summary
Eelnõu näeb ette seaduse muudatused seoses asutuse uue nimega, mis on seotud suurema selgusega avalike teenuste osutamisel, avaliku teenuse kvaliteedi ja kättesaadavuse parandamise ning selgema ülesannete jaotusega riigile kuuluvate asutuste vahel. Seletuskirjas märgitakse, et Eesti Haigekassa on seaduse alusel asutatud avalik-õiguslik juriidiline isik, mille põhifunktsioon oli asutamise ajal solidaarse ravikindlustussüsteemi administreerimine ja ravikindlustushüvitiste võimaldamine kindlustatud inimestele. Tänaseks on võrreldes asutuse loomise hetkega saadud ülesandeid juurde, vastutatakse ka ravikindlustusega hõlmamata inimeste vältimatu abi ja rahvatervise kaitsega seotud vajalike teenuste eest. Asutusse on viidud üle rahvatervishoiu ülesandeid nagu nakkushaiguste tõrjeks ja kontrolliks vajalike ravimite hanked, vaktsiinihanked, vaktsiinikahjude hüvitamine ja ka vastutus perearstiabi korralduse eest. Muutunud ülesannete tõttu on asjakohane avalik-õigusliku juriidilise isiku nime muutus. Uueks nimeks saab Tervisekassa, mis rõhutab asutuse tegevuse lõppeesmärki – inimese tervise hoidmist ja taastamist, mitte vaid raviarvete maksmist. Tervisekassa nimi oli kaalumisel juba ravikindlustussüsteemi loomise ajal 1990 – 1991. aastal. Toona otsustati ajalooliselt varem kasutusel olnud haigekassa nime kasuks. 30 aastat hiljem võtame kasutusele asutuse töö tulemust rõhutava nime.
