Summary

The draft will make the procurement procedures more efficient and faster, and will reduce the administrative burden of both procurers and bidders. The rules for public procurement below the international threshold are significantly simplified. For this purpose, the current three-level limit system will be abolished, leaving only simple procurement and the international limit. Also, the threshold values ​​for simple procurement will be increased to bring them into line with the changed economic situation. This the change significantly reduces the workload of procurers. Abolishing the threshold for public procurement and expanding the simple procurement procedure simplifies approximately 49% of all public procurements, which statistically means a transition from an average 87-day procedure to a significantly faster, almost 50-day procedure. With the increase in the thresholds, the share of so-called small purchases also increases, in which case the procedure is even simpler. Large-scale and higher-risk contracts remain still under stricter control. Administrative resources are saved precisely at the expense of smaller procurements. In addition, a number of minor but significant changes will be made to reduce red tape. For example, the procuring entity is given the opportunity to check the compliance of only the most economically advantageous offer or to choose which voluntary elimination grounds to apply in a specific procurement. For faster organization of public procurement in the field of national defense an additional basis for organizing a procedure without announcement is added to the law. These changes will reduce the number of steps and save time for both procurers and providers.
