Summary

The purpose of the convention is to reduce the environmental impact of ship dismantling and improve the occupational safety conditions related to this activity. The convention establishes environmental protection and occupational safety requirements for ship dismantling. The recycling (or scrapping) of ships can have a negative impact on both the environment and human health. For example, a ship undergoing treatment may contain environmentally hazardous substances: asbestos, heavy metals, fossil fuel residues and substances harmful to the ozone layer. Accession to the Convention also affects ship recycling sites where ships of 500 gross tonnage and above are dismantled, the personnel of such companies and ship owners. Ship owners have the obligation to prepare a list of hazardous materials and to assist state authorities with information on administrative procedures. Accession to the convention also affects those public authorities involved in ship recycling companies with the granting of operational and environmental permits and their supervision.
