Summary
Konventsiooni eesmärk on laevade lammutamise keskkonnamõju vähendamine ja selle tegevusega seotud tööohutuse tingimuste parandamine. Konventsioon kehtestab laevade lammutamise keskkonnakaitse ja tööohutuse nõuded. Laevade ringlusesse võtmine (ehk lammutamine) võib negatiivselt mõjutada nii keskkonda kui ka inimese tervist. Näiteks võib töötlemisele minev laev sisaldada keskkonnaohtlikke aineid: asbesti, raskmetalle, fossiilse kütuse jääke ja osoonikihile kahjulikke ained. Konventsiooniga ühinemine mõjutab ka laevade ringlusesse võtmise kohti, kus lammutatakse 500 ja suurema kogumahutavusega laevu, selliste ettevõtete personali ning laevaomanikke. Laevaomanikel tekib kohustus koostada ohtlike materjalide loend ning abistada riigiasutusi haldusmenetluse teabega. Konventsiooniga ühinemine mõjutab ka neid riigiasutusi, kes on seotud laevade ringlussevõtuga tegelevatele ettevõtetele tegevus- ja keskkonnalubade andmise ja nende järelevalvega.
