Summary
Seadust muudetakse, et luua õiguslik alus eelnõude uuele andmekogule, et ühes keskkonnas oleks kogu õigusakti elukaar jälgitav algatusest kuni Riigi Teatajas avaldamiseni. Uue andmekoguga tekib võimalus juba varases faasis kaasata poliitika kujundamisse eri osapooli ja huvirühmasid. Keskkonna arenduste lõppedes asendab andmekogu muu hulgas ka praeguse eelnõude infosüsteemi ehk EIS-i. Eelnõu algatajad on uue andmekogu nimeks pannud Sätla, mis on tuletatud sõnast "säte", koht kus sätteid koos luua ja sättida. Sätla loomist toetavad nii ettevõtjate esindusorganisatsioonid kui ka vabakond. Uute funktsioonide tõttu hoiavad õigusloomes osalejad hinnanguliselt tehnilisele tööle kuluvat aega kokku 1855 tööpäeva aastas. Tekib terviklik algatuse elukaar kus tagasiside nii ettevõtjatelt, huvikaitse organisatsioonidelt kui asutustelt on ühes kohas ja jälgitav. Sätla toetab üleminekut dokumendipõhiselt õigusloomelt andmepõhisele lähenemisele, mis parandab andmete kasutatavust ja loob eeldused edasiseks automatiseerimiseks. Eelnõu järgi võetakse esimeses etapis Sätla kasutusele valitsuse algatatavate seadusemuudatuste koostamiseks. Keskkonna väljatöötamisse panustab ka parlament. Riigikogu võtab selle kasutusele juhatuse otsuse alusel. Koosloome keskkonna nime all alustati projektiga 2020. aasta kevadel. Eelnõu jõustumine seadusena on kavandatud 2026. aasta 1. oktoobrile, mil algab esimese etapi lahenduste kasutuselevõtt Sätlas. Kuupäev on valitud vastavalt sellele, millal vastavate lahenduste kasutamiseks on kõik vajalikud ettevalmistustööd tehtud.
