Summary
Seadust muudetakse, et parandada nakkushaiguste ennetamist ning muuta tõhusamaks võitlust haiguspuhangutega ja tervisekriiside lahendamist. Eelnõuga muudetakse laste koolides vaktsineerimise korraldust. Lapse vaktsineerimisega nõustavad vanemad ei pea edaspidi esitama kooliõele kirjalikku nõusolekut. Need lapsevanemad, kes ei soovi last vaktsineerida, saavad sellest jätkuvalt keelduda. Muudatus vähendab tarbetut bürokraatiat, kuna kaotatakse toitlustusasutustes tervisetõendi nõue. Praegu nõutud tervisetõendid on olemuselt formaalsed ja ei pruugi vastata reaalsele olukorrale ega pakkuda kaitset. Samas jääb tööandja kohustuseks nakkustekitajate leviku vältimine ning riskirühmade kaitse töökohal. Lisaks täiendatakse infektsioonikontrolli nõudeid ja eeskirju hoolde- ja erihooldekodudes, et välistada nakkushaiguste levik. Eelnõu näeb ette asutuste vahelise juhtimismudeli ja ülesanded nakkushaiguse leviku peatamiseks. Muudatuse kohaselt võib rangeid piiranguid rakendada üksnes eriti ohtliku nakkushaiguse korral.
