The purpose of the bill is to prevent the end user from paying more than 20% of the renewable energy fee, which would be incurred in the event that Eesti Energia becomes entitled to receive a subsidy for renewable energy in the Toots wind farm on the basis of § 59 of the Electricity Market Act. Also to create conditions for the reduction of renewable energy fees for the end consumer in the following years.
