Summary
Eelnõuga tehakse Vabariigi Valitsusele ettepanek korraldada Eesti alus- ning koolihariduse muutmine ühtseks ja eestikeelseks. Seletuskirjas märgitakse, et seadused, mille muutmine näib vajalik, on koolieelse lasteasutuse seadus, põhikooli- ja gümnaasiumiseadus, kutseõppeasutuste seadus, erakooliseadus, huvikooliseadus, noorsootöö seadus ja täiskasvanute koolituse seadus. Lisaks tuleb keelelise regulatsiooni küsimustes ilmselt muuta põhikooli ja gümnaasiumi riiklikku õppekava, muuta kõik riiklikud eksamid eri kooliastmetel eestikeelseteks, keelekümblusprogrammi lõpetanud suunata eestikeelsesse kooli. Seletuskirja kohaselt peaks üleminekuga alustama lasteaedadest alates 1. septembrist 2020, tagades seal iga päev eestikeelsed tunnid, kokkupuute eestikeelsete lastega, vähemalt ühe eestikeelse õpetaja rühma kohta ja eestikeelse koolivalmiduse.
