Summary

The bill proposes to the Government of the Republic to organize the transformation of Estonian elementary and school education into a unified and Estonian language. The explanatory letter states that the laws that seem to need to be changed are the Preschool Institution Act, the Basic School and Gymnasium Act, the Vocational Training Institutions Act, the Private School Act, the Hobby School Act, the Youth Work Act and the Adult Education Act. In addition, the basic school must probably be changed in matters of linguistic regulation and the national curriculum of the high school, change all national exams at different school levels to Estonian, direct the graduates of the immersion program to an Estonian-language school. According to the explanatory letter, the transition should start from kindergartens from September 1, 2020, ensuring daily lessons in Estonian, contact with Estonian-speaking children, at least one Estonian-speaking teacher per group and readiness for school in Estonian.

Machine translation from Estonian. The official text remains authoritative.
