Summary
Eelnõuga tehakse valitsusele ettepanek seadusandlike muudatuste väljatöötamiseks pikaajalise hoolduskoormuse probleemi lahendamiseks, mis tagaks inimkeskse hoolekandekorralduse kõigile abivajajatele. Ettepanekut põhjendatakse, et Eesti elanikkond vananeb ning eakate ja erivajaduste inimeste arv järjest suureneb. Eesti pikaajalise hoolduse korraldamise süsteem vajab kiiremas korras põhimõttelisi muudatusi, mis vähendaks pereliikmete hoolduskoormust ning tagaks hooldusvajadusega inimestele vajadustele vastava abi.
