Summary
Eelnõu teeb valitsusele ettepaneku korraldada Eesti alus- ning koolihariduse muutmine ühtseks ja eestikeelseks, mis kindlustaks ühiskonna sidususe ja tagaks, olenemata noorte emakeelest, nende konkurentsivõime ning võrdse ligipääsu hariduses ja tööturul. Kindlustades muukeelsetele õpilastele nende emakeele- ja kultuuriõppe. Üleminek ühtsele alusharidusele on korraldatud 2024. aastaks, mis on eelduseks üleminekule ühtsele eestikeelsele kooliharidusele 2030. aastaks. Seletuskirjas märgitakse, et esimese sammuna tuleb 2024. aastaks ühtsele eestikeelsele õppele viia alusharidus. Erinevate riikide kogemused ja paljud uurimused näitavad, et keeleõpe on kõige tõhusam lasteaiaeas, kus keel omandatakse mängeldes lühikese ajaga. Sellele järgneks loogilise sammuna üleminek täielikult eestikeelsele üldharidusele.
