Summary
Riigikogu otsuse eelnõu võimaldab panustada 2024. aastal kuni 110 kaitseväelasega USA juhitaval rahvusvahelisel sõjalisel operatsioonil Inherent Resolve. Pärast ISIS-e füüsilist lüüasaamist ning kalifaadi kokku kukkumist keskendub operatsioon julgeolekuolukorra stabiliseerimisele Iraagis ja Süürias. Ameerika Ühendriikide lahinguüksused lahkusid Iraagist 2021. aasta lõpuks ning Ameerika Ühendriikide ja Iraagi kaitsealane koostöö muutus CJTF-OIR raames seejärel peamiselt väljaõppe, nõustamise, kaitsealase abi ja luureinfo jagamise keskseks. Eesmärgiks on aidata oma peamistel partneritel, Iraagi relvajõududel ja Süüria Demokraatlikel Jõududel (Syrian Democratic Forces, SDF) ISIS-e vastases võitluses iseseisvalt hakkama saada. Samas jätkatakse ka ISIS-e juhtfiguuride tabamist. Iraagi julgeolekujõudude väljaõppe toetamisel tehakse tihedat koostööd NATOga ja Iraagi valitsusega. Seletuskirjas märgitakse, et osalemine rahvusvahelistes sõjalistes operatsioonides demonstreerib Eesti pühendumust panustada rahu ja stabiilsuse saavutamisse maailmas ning toetab Eesti julgeolekupoliitilisi eesmärke. Terrorismivastane võitlus on Ameerika Ühendriikide üks julgeolekupoliitika prioriteetidest. Jätkates osalust Ameerika Ühendriikide juhitud rahvusvahelisel terrorismivastasel operatsioonil nende jaoks olulises piirkonnas Lähis-Idas panustab Eesti väga heasse Eesti ja Ameerika Ühendriikide vahelisse liitlassuhtesse ning kaitse- ja julgeolekualasesse koostöösse. Samuti annab panustamine Kaitseväele olulise operatsioonialase väljundi, mis aitab kaasa Kaitseväe terviklikule arengule.
