Summary
Eelnõu võimaldab panustada 2024. aastal kuni kolme kaitseväelasega Põhja-Atlandi Lepingu Organisatsiooni missioonile Iraagis. NATO mittelahinguline väljaõppe- ja nõustamismissioon (NATO Mission Iraq - NMI) loodi oktoobris 2018. Missiooni tegevus on suunatud alliansi lõunasuunalt lähtuvate ohtude vastu laiemalt, aidates Iraagil üles ehitada kestlikud, läbipaistvad, kaasavad ja tõhusad julgeolekustruktuurid, et suurendada nende võimekust terrorismivastases võitluses, ISIL-i tagasipöördumise takistamises ning riigi stabiliseerimisel. Selle saavutamiseks nõustab NATO Iraagi julgeolekustruktuure. NMI annab Iraagi julgeolekujõududele väljaõpet tihedas koostöös Iraagi valitsusega. NMI nõustab ja teostab väljaõpet, kuid ei osale koos Iraagi jõududega lahinguoperatsioonides. Osalemine missioonil Iraagis annab Eestile võimaluse aidata aktiivselt kaasa alliansi lõunatiivalt lähtuvate ohtude maandamisel, panustada NATO kollektiivsesse julgeolekusse ning toetada liitlasi ja partnerriike terrorismivastases võitluses.
