Summary

The bill allows for the contribution of up to three defense personnel to the North Atlantic Treaty Organization mission in Iraq in 2024. The NATO Non-Combat Training and Advisory Mission (NATO Mission Iraq - NMI) was established in October 2018. The mission's activities are aimed at countering threats from the Alliance's southern direction more broadly, helping Iraq build sustainable, transparent, inclusive and effective security structures to increase their capabilities in the fight against terrorism, preventing the return of ISIL and stabilizing the country. To achieve this, NATO advises Iraqi security structures. NMI trains Iraqi security forces in close cooperation with the Iraqi government. NMI advises and conducts training, but does not participate in combat operations with Iraqi forces. Participating in the mission in Iraq gives Estonia the opportunity to actively help those coming from the southern wing of the alliance in mitigating threats, contribute to NATO's collective security and support allies and partner countries in the fight against terrorism.
