Summary
Eelnõu võimaldab 2024. aastal Eestil NRF-i raames anda valmidusse kuni 76 kaitseväelast. Pärast NRF lõppemist soovib Eesti panustada NATO valmidusüksustesse, kuhu kuuluvad nii SNF kui ARF, kuni 76 kaitseväelasega (miinijahtija, staabiohvitserid erioperatsioonide ja õhuosaväe juhatustes ning erioperatsioonide sihtüksus). Kuna miinijahtija antaks valmidusse SNF koosseisus, kuid seda saaks vajadusel kasutada ka ARF-is, siis on vaja Riigikogult saada SNF ja ARF jaoks ühine mandaat. Seoses NATO uue väemudeli (NATO Force Model, NFM) kinnitamisega NATO kaitseministrite kohtumisel 2022. aasta veebruaris kaovad 2024. aasta teises pooles senisel kujul NRF ja NATO valmidusinitsiatiiv (NATO Readiness Initiative, NRI). Neid asendab uuendatud kontseptsiooniga NATO kiirreageerimisvägi ARF (Allied Reaction Force), mis on valmiduses läbi viima sõjalisi operatsioone nii SACEURi vastutusala sees kui väljas. Senises NATO vägede süsteemis NRF-i alla kuulunud NATO alalised mereväeüksused (NATO Standing Naval Forces, SNF) jäävad ka uue väemudeli alusel endiselt kõrgesse valmidusse. Nad ei kuulu küll alaliselt ARF-i koosseisu, kuid liitlaste panuseid SNF-i saab liitlaste nõusolekul ka ARF-is kasutada. Alates 2024. aastast lõpetatakse osalemine NRI-s, sest senine Scoutspataljonil põhinev panus soomusjalaväekompanii ning toetuselemendiga ei ole enam võimalik ega põhjendatud. Scoutspataljoni inimressurss kulub suuresti vähendatud jalaväekompanii mehitamiseks operatsioonil Inherent Resolve. Lisaks peatavad Suurbritannia ja Taani vastavalt oma brigaadi ja pataljoni osaluse NRI-is, mille koosseisu kuulus ka Eesti kompanii. Seoses Venemaa sõjalise rünnakuga Ukraina vastu 24. veebruaril 2022 aktiveeris Põhja-Atlandi Nõukogu esmakordselt NRF-i alliansi kaitseks ning selle erinevaid kiires valmiduses osiseid siirati heidutuse ja kaitse eesmärkidel liitlasriikide territooriumile.
