Summary
Eelnõu võimaldab panustada 2024. aastal kuni 24 kaitseväelasega Ühendkuningriigi ühendekspeditsiooniväe (Joint Expeditionary Force – JEF) koosseisu. JEF on Ühendkuningriigi algatatud, omanduses ja juhitav ning teiste riikide liikmesusega tahtekoalitsioon. JEF koondab sarnaselt mõtlevaid ja ühise ohutunnetusega riike, mis on üldjuhul valmis kiiresti ja paindlikult panustama operatsioonidesse kogu sõjapidamise ja kriisihaldamise spektris alates humanitaarkriisidest kuni konventsionaalse sõjapidamiseni. JEF-i koosseisu määravad riigid alalises valmiduses olevad sõjalised võimed, mis moodustavad ühtselt juhitava erinevaid väeliike hõlmava ühendväe. JEF suudab tegutseda iseseisvalt või mõne muu suurema sõjalise üksuse koosseisus. JEF-i kasutamine on paindlik – võimalikke operatsioone saavad algatada ja sellel osaleda kas kõik või vaid asjast huvitatud liikmesriigid. Liikmesriikide ühise otsuse alusel on JEF-i fookuses julgeoleku tagamine Läänemere piirkonnas ja Atlandi ookeani põhjaosas, tugevdades seeläbi kaitse- ja heidutushoiakut Balti riikides. Koostöö JEF-i raames on Eestile oluline, sest JEF-i strateegiline fookus on julgeoleku tagamisel ning kaitse- ja heidutushoiaku tugevdamisel Läänemere piirkonnas, Kaug-Põhjas ja Põhja-Atlandi regioonis. Samuti on osalemine JEF-is Eesti jaoks loomulik jätk väga heale ja pikaajalisele kahepoolsele poliitilisele ning sõjalisele koostööle Eesti strateegilise liitlase Ühendkuningriigiga. Koostöö põhineb aastatepikkusel vahetul sõjalisel koostööl operatsioonidel Afganistanis ning seda kinnitab Ühendkuningriigi üha tugevnev sõjaline kohalolek Eestis NATO lahingugrupi raamriigina. Lisaks on Ühendkuningriik otsustanud määrata kriisi ning sõjaohu korral (ja rahuajal õppusteks) Eestisse siirmiseks täiendava lahinguvalmiduses brigaadi, mis kuulub Eesti diviisi koosseisu. JEF võimaldab ka jätkata ja süvendada kaitsekoostööd mitme teise Eestile olulise liitlase ja partneriga. Samuti on JEF välja arendamas sõjalisi tegevusvariante, mis Eesti eesmärkide kohaselt toetaksid koherentselt nii NATO regionaalsete kaitseplaanide kui rahvusliku kaitseplaani elluviimist. Kaitseväele tähendab JEF potentsiaalselt olulist operatsiooni- ja väljaõppealast väljundit.
