Summary

The bill allows for the contribution of up to three defense personnel to the European Union training mission EUTM Mozambique in 2024. The Council of the European Union established the EUTM Mozambique (European Union Training Mission in Mozambique) training mission in Mozambique by decision 2021/1143/CFSP of 12 July 2021. Participation in EUTM Mozambique is important for Estonia in terms of both foreign and defense policy. One of Estonia's priorities is to participate in the European Union's common security in the implementation of the defense policy. By participating in the mission, Estonia contributes to the military operation of the European Union in solidarity with other member states. In addition, it is important for Estonia to develop cooperation with strategic allies of the southern wing of the European Union. The leading country of the mission is Portugal. From 16.12.2021, Estonia contributes one legal advisor, whose tasks are to advise the commander of EUTM Mozambique on legal issues and train members of the local armed forces in human rights issues.
